First I decompressed the zip archive in to a directory of the same name as the file. Then I opened it up and found two files and a directory in there. The directory or folder which ever term you like is called data. The file you need to enter on is "dcd_cpp.exe". Lastly there is a readme file which I imagine contains any instructions.
