the only way that I can clean it is to have the browser do the cleaning.

If you tell your Browser to purge the Temporary Internet Files, then run
Disc Clean Up ("DCU"), does it report the files as still present?
If, after running DCU, then closing DCU & re-running it, it still shows the
files as there, then you might have a problem.
Generally, if your Browser is set to retain the Temp Files (your History),
then the DCU can purge them, but the next time you launch your Browser, the
files are put back.
(Because you've told your Browser to remember what you've been doing.)
If you have your Browser purge the files, then run DCU, and the files
*still* persist, then you might want to run a program like "C Cleaner", aka
"PC DeCrapifier", aka "Cleaner" to remove all the cruft building up on your
hard drive.
