When I get a level with a bunch of quests first thing I do is find which quest has largest production requirement and do that first. Each quest gets done from largest to smallest. I do not level up until after all quests on a level are done. The reason for doing what I do is when largest quest is done I will have bought enough storeage to hold smaller quests and have fewer times to empty storeage on those smaller quests. I do not re-roll any quest. No reason to do that at all. I save to icloud often so as not to loose my progress too. MetalPop is getting paid for all of those video rewards by the advertisers too. We can expect this kind of thing to get into all games in the app store since Apple is not only promoting it but urging developers to raise subscription prices as well.
