When you get stuck like that, it's a good time to cut gems and reforge
as necessary to raise your stat level. I generally cut onyx first if
I'm looking for intelligence, as it also has luck. Amethyst is only
intelligence, so it's a good one to cut as well and use for reforging
other gems to raise both int and luck. There's nothing that restricts
you from using a ruby, for instance, to reforge an onyx, if you have a
bunch of those cut to the highest available tier. I just try to use
similar stones for my own tracking purposes, and I try not to use a
two-stat gem to reinforce if I have a single-stat one available. The
gems you cut and use for reforging are a matter of personal preference,
though. I'd also advise that when you choose gems for reforging, you
make sure to set your gems to display in ascending order so you don't
accidentally mess up and use one of your best. That is immensely
frustrating to drop a level or two because you consumed one of your best
gems.
You might also try going through and equipping items that have luck as
well, long as you can do so without losing too much intelligence. A drop
in quest percentage might still be worth the trouble if it helps you get
higher-level items, or enchanted ones, because you can then equip those
and they'll bump your stats, too. Don't let your quest percentage drop
below 70%, though. I've been known to hold onto enchanted items that
aren't my best for a while so that I can keep stats up when I'm running
quests even if it means a single stat isn't as strong as it could be.
What I mean is that it's sometimes worth holding onto a level 12
enchanted item, for instance, even if it has no stars and you have 13th
and 14th level items if the stronger items have only one stat where the
weaker enchanted item will boost several at once. This is particularly
important when you need luck and lore. On my last play-through I did
find myself keeping enchanted items equipped as often as possible, even
if I had an item that was stronger in one stat.
