I'm using a BrailleNote Touch Plus, which is the latest notetaker from HumanWare and it runs Android 8.1. Frotz isn't available at all. And when I look up jzip, I get results for file extractors like 7zip, WinZip, and the like.

Frotz is one of the most common terminal zcode interpreters. Jzip is a bit simpler and a modified form of which you get on the old BrailleNote units (mpower and apex). Given a choice and if all else is equal I would say go with Frotz though, as it supports a bit more complex games.
