I've never heard of this game before. Nor have I worked with a multipage dialog 
like the one you describe. So I'm going out on a limb here with these 
suggestions. But here are two things to try: 
1 Use either Shift plus f10 or the Application key to bring up the context menu 
on either the Monopoly or the Monopoly 2002 icon. Scroll through the options to 
see is there if a Run in Compatibility setting. If there is one, hit enter on 
this and choose XP mode. Note that these settings may be in the Properties 
dialog, which is usually at the very bottom of the context %menu. 
2 If you can operate items in that multipage dialog, look carefully through 
every control on every page to see if you can find an option to run in a 
compatibility mode for Windows XP. 
I have no clue if either of these ideas will work at all but these are what I 
would try if I were sitting at your machine. Let us know what happens with this 
game because it sounds funen
