I just paid my web hosting bill with my Pay Pal account with no problem. 
I chose to fund the payment from my credit card, but I could just have 
easily funded the payment with my bank account or funds from my Pay Pal 
balance. If you take the time to look around the Pay Pal web site, you 
shouldn't have any problem. Additionally, you can always call Pay Pal. I 
don't have the phone number off the top of my head, but that is also 
available on the web site.
