Hi, Alan.

The tool to encrypt the binary alone costs between $400 and $1500 
depending on the quality. This tool stops crackers from reverse 
engineering dotnet binaries.
The tools to do product identifications is about $300 and up from there.
So you are looking an average of say $800 just for an inexpensive 
security system. I can cut my costs down by switching languages, and 
just getting the program to do product keys.
