I would build the extension about 3/4 inches height and width short and than put it into place against the existing wall. Than use shims between the floor joists and the existing stud. Using 2 1/2 cement screws to the basement floor and the cement blocks. than nailing it to the floor joists. Or if the wall is running the same direction as the wall, put a couple of pieces of 2x4 between the joists to nail to.
