Having worked in a shop that made the stuff over 35 years ago, we used regular bits, power saws and electric sanders. To make the stuff, you formed a border on a flat stainless steell top, applied gell-coat, poured in the "mud, added the color, and applied a vibrator to the stell top to make the bubbles rise to the top [which in this case would be the back of the finished slate.""
