At the center drill a small pivot hole to acccomidate a 1/8 inch bolt. Drill a 1/4 inch hole on the perimeter of the circle so you can insert a metal cutting jig saw blade. Now using a jig saw, with the metal cutting blade and the saw guide, bolt the bivot at the center. Note you may need to drill a 1/8 inch hole in the end of the saw guide. But once set it works well. Be carefull when coming to the last. Maybe some duct tape to hold things in place after you have sawn through would help support things so it didn't drop on you and bind things up.
