All other things being equal I would think it would be the same but measured perpendicular to the ground rather than the true vertical. Of course, all other things are seldom equal. Probably the main issue is snow cover. A thick blanket of snow acts as an insulator and the frost line underneath it will actually be shallower than it would be in a place such as the top of a hill that may be swept clean of snow by the wind.
