Better is a difficult thing to judge here. The click ruler is quite a bit quicker to set in the range of an accurate setting and it can be fairly quick to count clicks to a refined measure however you are limited to 16ths of an inch which is plenty for many purposes. There is, in my experience, some play within the click stop though and for precise measurements this may be unacceptable.
The rotary measure can be very accurate, by including fractions of a turn you can get easily to 64ths and less however spinning the nuts, particularly toward the gross measure takes time and counting revolutions is more laborious than counting clicks. It is quite a long time since I used the click rule, they may be improved over the four or so intervening decades. Until recently that improved accuracy didn't matter all that much to me but now that I am back to more cabinetry work and my skill improves I find I want that better accuracy even at the cost of a little speed. I should probably have both rules but the price! Hope this helps.
