Electrostatic filters are pretty expensive and require special installation. The cartridge itself may be readily exchangeable but usually the furnace manufacturer also expects you to use a regular mesh filter along with the electrostatic device.
You can buy reusable filter material, it looks like a three quarters thick door mat I suppose and these can be washed out and reused and you can buy the fabric in large pieces. I have never purchased it this way, I am guessing it would be a little difficult to cut. I agree with who ever it was said that it isn't critical which way they go in, the cheaper ones are exactly the same on both sides, the reinforced ones though are designed as someone already said, to be a little stronger down stream to hold up as the filter loads up. I don't change my filters as often as I probably should mostly because I don't think of it when I am in the area and am too lazy to shift my a** down there when I do think of it.
