Not sure what part of the country anybody is in or what type of house exactly is being spoken of, but as someone who lives in New England and knows about pipes in winter, you most definately DO NOT want to leave them exposed if the temps fall below freezing if temps falll below freezing. Even a hot water pipe might be fine until the power fails an then expansion of freezing water would burst the pipes.
So if we're talkng about letting air into a cellar, most definately close the vents if there is a remote chance of the temperatures going below freezing. Py > > We live in SC.
