Ok, I'm sure this is perfectly clear to you as the author, but it makes
absolutely no sense to me and I've been doing this stuff for over 40 years.

Are you simply suggesting that it is a good practice to clamp your work on
saws, if at all possible?

a serious level of advice here for users of compound mitre, cross cut and
  radial arm saws.

when setting timber in the path for cutting, I would advise strongly the use
of 2 f or G cramps to secure the timbers.

when lining up the timber to the blade, have the g cramps positioned and
slightly slack on the timber and work table so that slight movement is
available to lign up the timber to the blade. then one turn of the handles to
lock
the timber in place. then you have total control of the timber being cut. I
also advise the use of 4 inch by 2 inch blocks by 4 inch to add more
stability
to the boards when cutting as the blade may wrench the timbers apart
depending upon the timber being cut.
