Is this flickering and noise continous after the washer starts or just for a second or two when it starts. The latter is not real unusual in older homes if it lasts awhile you need to have some check for loose connections in the panel box and meter socket. Sometimes this requires having the power company check the outside and an electrician check connections inside. Do one first and if a problem is not found then do the other.
