Hi Sarah, Yes you should be concerned, Eithere there is a loose connection in your circuit box or you don't have heavy enough wiring for the washer.
If you're renting, your landlord must fix it as nobody would consider that a habitable home. If you own, then your local electric utility might come out and give you an opinion of what's wrong, otherwise you may be stuck with calling an electrician.
