The only way I know of to remove rivets reliably is to drill them out. Start with a drill that is clearly small since you don't know the size of the hole the rivet fills. To keep the drill bit from wandering, mark the rivet with a punch or other very sharp hard steel point, something to hold the tip of the bit until it begins cutting. This will also help keep it in the centre of the rivet.
