It is called the acuRip I believe and it is available several places including Sears.
What it really is is an aluminium extrusion about two and a little bit inches wide over most of it's length widening to about three and a half over the last about 8 inches. The overall length is about 27 inches. There is an eighth inch groove milled the full length maybe three quarters of an inch behind the leading edge and a slightly wider ridge raised near the trailing edge. There is a scale along the leading edge marked 24 inches I think from a wedge shaped notch about an inch and a half from the right edge. This notch is supposed to line up with the saw blade so you can see the cut line. The ridge near the trailing edge of the longest part rises to form a wall about an inch and a half higher than the surface of the main bar also for the right most 8 inches or so. This wall then forms a sort of partition dividing the flat surface where the flat bar widens. There are two horizontal slots in this partition and a sort of clamp mounted through the slots. Each clamp has a screw which allows it to slide the length of the slot about 3 inches but hold it secure along what ever distance one selects. There is another 'T' type handled threaded screw trailing toward the rear of this widened spot on the right end of the bar which is intended to be screwed firmly down pinching the front of the shoe of a circular saw between the end of this screw and the flat of the bar. With two such clamps the bar can be firmly and squarely fixed to the front edge of the shoe plate of the circular saw. Assuming the blade is correctly oriented and precisely at 90 degrees to the front of the shoe the only trick is alining the sight notch accurately to the inside kerf of the blade. If you measure from the blade to the fence with your own ruler this doesn't much matter. There is a three and a half maybe four inch aluminium guide fence slipped over the guide bar designed to slide along the groove milled near the front of the bar just behind the measurement scale. It is about three eighths thick and has a screw on the front of it to fix it the desired distance from the blade. There are substantial embossed lumps at each end of the bar to keep the fence from sliding off the end of the guide bar at either end. The aluminium bar is a substantial extrusion and they did mill away quite a bit of it. I have used it only a few times though, well worth the 20 bucks I paid for it on sale at Crappy Tire but not the original price I can't remember if that was/is 40 or 50 bucks. It might work for your purposes but I would think if you have access to that sort of metal working equipment a better if heavier arrangement could be fabricated. Regrettably I have not yet had sufficient opportunity to have a go at welding so not too sure how I would go about it. I hope this description is clear enough and adequate for anyone considering buying such a device. The thing is that for me I have several options so this one isn't necessarily the best for most of what I do.While there was a time it would have satisfied me, I now usually demand a little more accuracy than pivoting a saw that far from a relatively short fence. When I was sheeting the outside of this building and the roof decking I suppose it would have been adequate. Maybe I am just getting a little too confident. I don't wish to discourage anyone from using the device it does perform as you might expect and it is pretty rigid and sturdy.
