The 1 over 12 ratio is a mechanical law of physics. Under 1 in 12 and more energy is used in the horizontal axis per unit of vertical lift. Less than 1 in 12 and more energy is used in vertical lift relative to horizontal motion. 1 in 12 is the optimal mechanical advantage in a ramp.
