Phil,
If they simply do not take a charge at all, then they're probably old and/or
shorted and should be returned.

If they appear to charge and will play the machine, but not for very long, 
then they're also old, probably been sitting uncharged on the shelf for years.

If you have a talking meter, check each cell before and after
trying to charge them.  Before charging they should measure 1.0 or 1.1 bolts
per cell, not per pack.  After charging they should measure at or just above
1.2 bolts per cell.

If they're below a volt per cell, then they're shorted or have been very abused.
