Consumer reports did a review of various air cleaners some time back.  We 
have an electronic air cleaner at the inlet for our heat-pump.  We were told 
that an ultraviolet light further downstream in the main duct is also 
recommended but we do not have this.  The electronic filters do create 
negative ions and some amount of ozone as a by-product.  I believe that some 
quantity of ozone is              inevitable, but the amount created varies 
with the charge on the electronic plates in the cleaner.  Better cleaners 
also come with heppa filters (not to be confused with heifer filters which 
only keep out cow-sized particles.  In general, we were told that whole 
house filters are more effective than most of the smaller room filters.  I'd 
recommend  looking at the Consumer Reports article if you can find it.  I 
have a vague memory that at least one of the smaller cleaners for specific 
spaces like a single room was considered acceptable to many were not.
