I'm wondering if you can't possibly do a combination of wood filler, the kind they sell at Home Depot, and mix it with Rosewood.
I would think that the wood fillers would be more apt to handle the sanding when it dries, and the Rosewood would allow the colour to mix in nicely with the rest of the fret board.
