How many inches of dirt do you have to add?  If you are adding several inches, 
such as 6 or more, I would not place down the plastic and rock until the dirt 
has settled for a few weeks.  Then, re-level, making it slope away from the 
house  and add the plastic and rock.  If you don't, you will have dips and high 
places in your rock area due to settling.  You would only need the plastic and 
rock about three feet from the house where the water is running off.  DO NOT 
place the dirt up on the siding.  Keep the dirt approximately 4 inches from all 
termite eating materials, such as wood.  I like the idea of the porous plastic 
material, but don't know how fast it absorbs.  Fill in those low places within 
12 feet from the house.

  plastic. The landscaping fabric will get saturated. Use more gravel at the

  have gotten about 4 1/2 inches of rain this month.
