Actually hot water will rise too but not much in the case of a hot water tank because something has to come in to take it's place. This happens of course when you run some hot water out of the system but when it is closed very little moves, most of the heating you will feel is by conduction along the hot pipe. You may also feel some rising up the cold pipe if it has been standing idle for some time. I would therefore also agree that nothing much would be achieved by adding a trap but you will make the water line more noisy.
Insulating the hot water pipe in a garage will yield some benefit and it is easy to do and cheap. It is of less value in the inhabited part of the home because heat lost from the hot water pipe is heat gained by the living space. It can make some difference though in comfort because hot water retained in the pipe will be available to the next user provided the next user isn't hours behind. I suppose during air conditioning season you don't want to be cooling heat added by the pipes of course but that is small either way. Insulating cold water pipes though can make a real difference to things like humidity in certain locations and condensation and subsequent water related problems. So in the garage I would recommend insulating the hot water pipe until it disappears and the cold one if condensation is a problem.
