You will have to remove the fixture and replace the entire socket.  I would 
remove the socket and go looking, probably starting at Westlakes Ace Hardware 
or a real electrical wholesale distributor.  The rough part will be finding one 
with the same mounting stem, flange or screw hole pattern.  If you can't find 
the exact mount and have the rest of the fixture someone may be able to offer a 
substitute.

  On one of my outside lights, rust tends to form around the bulb. On one
  occasion, I broke the bulb off in the socket but was able to retrieve the
  broken part after turning the power off. However, when I recently removed a
  bulb the threaded sleeve broke off and remained attached to the bulb. So I
  need to replace the sleeve so there will be something to screw the new bulb
  into. Any tips of this repair.
