Yes but that is rather misleading. It does not talk you through all processes.

It will however enable you to test your own blood sugar once set up it will not 
let you read your 7, 14, 28 or 90 day averages and so on but for the price it 
is still well worth while.

I understood after talking with one of the developers that more functions are 
being considered.
