I have a dandy drier vent. The port comes out through the wall then turns up to open vertically. There is a plastic can like device over the end inside a covered sleeve. When the dryer is on it raises the can like structure and the air escapes around the open bottom.So far and it is about 18 years I haven't yet seen an icicle form on it or known it to freeze either open or closed.
Only trouble is that the laundry is on the second floor so it is a pain to climb up to check and insure it is clean.
