Claudia, As others have said, the line filters filter out noise from the DSL. Also, from your second post, you say that your uploads keep dropping out. Well, there is a chance that if you are uploading and talking on the phone at the same time, and not using a line filter, it could cause your connection to drop. Kind of like if you have enough noise on the line, enough errors creep into the download or upload, that it eventually fails.
