Sorry if this has been answered already.  I tend to go down the list as I 
get a chance and answer a few if I have time or experience.

Did you say you replaced the filler valve?  Above the threads on the filler 
valve will be a step in the line.  Looks like a large plastic washer. 
Right below that washer there should be a rubber almost cone shaped washer 
as well.  This pushes on to the stem of the filler valve and goes inside the 
tank.  The taper of the washer faces the tank and will fit somewhat into the 
larger hole the valve goes through.  Outside the tank is a plastic washer 
for lack of a better description.  Sometimes round and sometimes hex shaped. 
If round it will have little steps around the circle that you can grab with 
your fingers and tighten it.  If it's hex shaped you can lightly tighten 
with an adjustable wrench or channel locks.  If you over tighten this on the 
valve chances are you strip the threads before you break the tank.  It 
shouldn't take a lot of force to tighten it down.

On the supply line you got there should be a rubber washer inside the large 
nut.  This too doesn't need much to tighten it up.  If you put the cone 
shaped rubber washer on the wrong side of the tank, outside facing in, this 
will be a cause for leaking.  Beyond that about all that would make it leak 
is if there was a bunch of junk from the water stuck to the bottom of the 
tank.  You can scrape this clean with a plastic spatula or something 
similar.  If that doesn't work some wet dry sand paper will also work.  I 
coat the rubber parts with silicone grease which also helps seal a little.

If you've done all this and still have a problem let us know and we'll chase 
it around some more...
