I think every one means a crackling sound when the floor is walked on. On a recent edition of Finders Fixers on the D I Y channel they investigated such a floor. Upon pulling up the flooring they found it had been put over concrete without a pad. Not only that, they hadn't even swept the floor. There was dirt and bits of pine needles under the flooring. That show often turns up some really shoddy construction practices.
