It is like a play doe type stuff that is abrasive.  Not very abrasive, like
sand paper, but it does have some abrasiveness to it.  it comes in different
levels of abrasiveness.  I use 
Meguiar's Smooth Surface Clay Kit on my van twice a year to remove crap that
gets on the paint.  
This clay might not be abrasive enough for what you need, but it is always
best to start with the least aggressive product and work your way to more
aggressive products if you need them.
Body shops often use clay bars to remove over spray from painting a car.  I
know the paint might be different from house paint, but it is the same idea.
The clay is designed to get contaminates off the top surface off the
paint/clear coat.
Google searches also indicate using a clay bar for doing such a thing.
Just an alternative if you do not wish to use a chemical.
