The glass globe has a long stem on it.  You fill it with water and stick the 
stem into the soil in the pot.  The water in the globe can't get out unless 
some air gets in to replace it.  When the soil gets dry air can get in and 
some water can get out.  When the soil gets some water in it, air can no 
longer get in and the water stops coming out.  For something larger than a 
small flower pot I guess you could rig up a tank and a hose going down into 
the soil.
