The tall buildings in the metro area are the problem.  They reflect the 
signal from the transmitter and your antenna gets signals by many different 
paths.  The timing is different for each path and as often as not the signal 
from one path will cancel the signal from the direct path.  A highly 
directional antenna pointed at the station you want to receive is one 
possible solution.  The other one is to move to the country.
