This is a common problem with chair stretchers as well.  I've fixed a number of 
them over the years.  I have found that a dowel is
the best way to fix them.  A screw won't always hold in end grain and can split 
the stretcher.  The key is how to drill the hole
through the leg into the stretcher.  I clamp a straight edge to the stretcher 
to help me guide my hand drill.  It is quite easy to
feel if you are holding the drill strate with the straight edge as a reference. 
 Use 2 part epoxy instead of glue.
