I suspect the tea bag, abomination that they are, causes a spot at which the temperature changes in an unstable manner allowing boiling water from deep in the cup to rapidly get top side.
Only thing to do is leave the bag out till the water is hot, but still probably a risk of instability and boilup. Tom Fowle
