Dan, how thick is the webbing of the I beam? Also, is this a structural beam? Also how big of a hole we talking about? Regardless, with steel you have to drill a pilot hole and run the drill motor at a slow pace. depending on the diameter of the hole and the thickness of the webbing you may have to gradually step up in drill sizes and squirt a little oil once in a while as you drill.
