I'd start by taking a bucket of water and dumping it into the bowl. See how fast the bowl empties afterwards.
If that seems to drain normally, you'll know the problem isn't a clogged line. In that case there are a few things to try. Providing the water goes down easy enough, it sounds like the pressure in the lines is a bit on the high side. Does the water shut off after the tank fills again? If it does, try closing the shut off valve completely and opening it back only slightly. If the utility company has a run away pump in the system it could be that the pressure is too much for the float to shut off. That would be a bit of a long shot though. I would want to be sure there is no obstruction in the line causing the water to back up into the bowl.
