Try plunging the drain so it can carry the water away.

Is this a toilet with a tank or with just the chrome handle sort of arrangement?

If the tank style is it one of those low volume affairs with an air bladder in 
it to boost the pressure?

Still, I expect it isn't draining well, one of the kids maybe threw a diaper or 
a few Lego bricks or a tinker toy stick which is now crosswise and catching and 
holding debris.
