Hi David I would first drill each cornter using the largest drill possible then use a Jig Saw to cut to each corner drilled hole.
If you do not have a Jig Saw you could use a fret Saw or a Hack Saw Blade used in a Holder for this purpose. Then file out to the required hole size. Ray Punching might split the plastic .
