I wonder if this wouldn't make a good application for a spin saw asked about 
earlier. The corners would be round.

  I would first drill each cornter using the largest drill possible then use a
  Jig Saw to cut to each corner drilled hole.

  If you do not have a Jig Saw you could use a fret Saw or a Hack Saw Blade
  used in a Holder for this purpose.

  Then file out to the required hole size.

  What tools would I need to punch rectangular holes into plastic? About 
  1/2 inch x 1/8inch? Plastic about 1/8 inch thick. of medium softness.
