On a normal breaker panel, every other breaker is the same polarity and will give a zero voltage reading to each other. In a three phase panel every third breaker is the same. The reason for it is any one single breaker is 120 volt usually. A double 220 volt breaker can be plugged in anywhere and have 220 volt. On a three phase panel a three phase breaker can be plugged in anywhere and you will have three phase power. There are some that aren't, but they center in commercial applications. ..................bob
