Well never built one, but this is what I observed. The plank that rocks back and forth isn't nothing but a two by six, two by eight, two by ten or twelve, just depending on the size of the kids. A handle is provided in from each end for the kid to hang on to.. Some kind of a oversized cabinet door pull, like on a sliding barn door or one could make one. In the center of the plank a couple of two hole pipe clamps will hold the plank centered. The fulcrum can be made out of steel pipe of the next size ssmaller than the clamp or the same size if the clamp is spread out. Three pieces of pipe , two ninety degree elbows and a bag of sack crete, pre mixed concrete a couple of holes and you are in business. Want it portable.? Make the thing on a plywood base and use pipe flanges to fasten to the plywood base. Go to a playground and see what they are doing now.
