Cut off wheel is definitely the term I was thinking of.  The last time I
encountered a u-lock that failed locked, I used a fiberglass reinforced
abrasive cut-off wheel, actually in a battery operated drill, and was able
to grind my way through a 1/2" shank of steel fairly nicely.  I'm attaching
a picture of a wheel similar to what I used.  I also had an arbor that I
used to interface with the drill.  It is probably important that the wheel
grind, not cut.

Well my son-in-law has a security pad lock on his bike. He lost the key, 
which is common for him. I have a bolt cutter that only slightly nicked the 
lock. I have a dremmal  with a cut-off wheel. In a few seconds the teeth 
were removed from the cutter. Any suggestions on how to remove this lock?
