Aloha Carl,
I saw Gary's message for building one, or you could pick up a bird 
feeder that you hang from a branch of a tree for under $20. I live in 
a very wet climate and find that the plastic or ceramic ones work 
better here and they are easy to clean with a hose. We also have 
cardinals and doves who eat on the ground. We have a cat and well, 
the birds just had to learn to fly faster.

Also, bird seed tends to draw mice and rats so the cats will be busy.
