It is another term for a bird feeder. Bird feeders come in all sorts of types 
and stiles. Some are little more than a flat board on the top of a pole, others 
have a top to keep rain and snow off, some contain feed in a sort of bin which 
releases seed into a saucer around the edge of which birds can perch.

Some people just scatter food on the ground or into a pond.

The term bird table I have heard more often used in Great Britain more commonly 
than in North America. I do hear it used occasionally here in Canada, I would 
be surprised if it isn't used in the United States but maybe not too often.
