Dan,

  The main rails are what I usually hang across the joices and tie the hangers 
from there and hold up the main rail. It is a matter of cutting the rails and 
what space you are looking for  such as a 2 ft x2ft. or 2ft x 4 ft. the cross 
pieces come in 2 ft or f4 ft pieces.  I don't level the side rails, but measure 
from the floor up in the corners and snap a chalk line to nail these angles. 
using a sighted person to line up the angles on the line.

  I believe I know the basic concept of installing a dropped ceiling, but am 
  I correct in thinking that there are wires hanging from the joists, 
  supporting the long rails of the ceiling framework? What kind of spacing 
  do you use and is it incredibly, amazingly, staggeringly frustrating to 
  get them all to the same length?
