yes, It will make the new concrete have a better bond to the old. My late 
father-in-law was a plasterer and brick layer by trade. About 30 years ago 
he and my dad patched some church steps. They really should have been 
replaced but the church did not have the funds. Well he used a bonding 
agent. They first cleaned the steps of loose cement. Then painted the thick 
whitestuff on the old concrete and waited over night before pouring the 
patches. As I said that was about 30 years ago and the steps are still in 
pretty good shape.
I wish that I had his old file box, it had about 100 recipes for different 
mixes of plaster and concrete.
