They can be interchangeable with gallons or pounds but you have to be good at 
math.  A gallon of propane goes about 4.7 pounds as I recall.  You can Google 
if you have lots of time...  

The tanks used for gas grills are usually called 20 pound tanks.  On the band 
that runs around the bottom of the tank, there is a number stamped.  That is 
the weight of the tank when empty.  Usually something like 19.4 or 19.7.  So 
when the tank is put on the scale, they can tell how empty the tank is.  So if 
you put a 19.7 pound tank on the scale, and fill it, it should weigh 39.7 
pounds when filled.  

A shop I worked at used to fill tanks and the lady that filled them used to 
open the tank to be sure it was empty.  I got that stopped in a hurry.  Then 
she didn't watch the scale, she ran the pump until it started groaning under a 
heavy load.  That was when she decided it was full.  The owner decided she 
shouldn't fill any more tanks...

  Unless you are in another country beside the USA bulk propane tanks are
  measured in gallons not pounds. Any propane tank that is measured in pounds
  is consider portable tanks.

  You may get a free tank from a propane dealer that they come and fill for
  you. They usually offer a much lower price than a place where you bring in
  your tank.
